Public swimming pools in Hong Kong are managed by the Leisure and Cultural Services Department (LCSD). There are 44 public pools; nine on Hong Kong Island, 13 in Kowloon, and 22 in the New Territories. LCSD has been struggling to recruit lifeguards for the city’s beaches and public swimming pools. It has been reported that around 20 of the city’s public swimming pools may only partially reopen this summer due to a shortage of lifeguards. This news is sure to spark an outcry among lawmakers and citizens who are hoping that the LCSD will take more progressive measures to ensure that swimmers are safe this summer.
The Kennedy Town Swimming Pool, designed by Terry Farrell and Partners, is a spectacular spaceship-type building that opened to the public this February along Victoria Harbour. It took eight years to complete and cost $671 million HK ($86 million U.S). This complex was the first of five such “fun pools” planned for the city, which were intended to promote swimming as a fun, exciting activity and to change the way that people think about it.
In an attempt to promote swimming as a fun and healthy form of exercise, the Urban Council started a policy of constructing more fun pools with special free-form designs and water toys. The aim was to encourage people to use the pools as a place for recreation and socializing rather than just a way to get some exercise. This was a response to the growing concern that people were viewing swimming as an antiquated form of exercise.
